LEASES
The details of building site leases under the management of the Cantt. Board are given as under:
Details of building sites leases
- Leases in Schedule VI of CLAR 1925.
- Lease in Schedule VIII of CLAR 1937.
- Godown CPR leases.
Shop-cum-Godown leases under Rule 8 of Cantt. Property Rules 1925. Renewal of leases is being under taken as per the provisions of lease schedules and administrative instruction on the subject from time to time.
MUTATION
Mutation of property is permissible as per rules and policy decisions of the Govt. of India. Mutation is also considered in terms/ conditions of the lease hold rights.

PROPERTY(BUILDINGS)
The Cantonment Board maintains following properties for public purposes. The properties apart from the public use have been leased out as per the provisions of existing rules.

BUILDINGS
The properties at Sl.No. (v) & (vi) have been allotted on lease basis for a period of 5 years or as decided by the Board and rent is recovered from the allotee periodically. Rental of the above properties are revised time to time by the Board as per the terms of lease agreement.

BUILDING REGULATIONS
Whoever intends to erect or re-erect a building shall apply for sanction by giving notice under Section 235 of the Cantt. Act, 2006 to the Chief Executive Officer in case of Civil Area and to the Cantt. Board other than the Civil Area in the prescribed Form of Forms ‘A’ and ‘B’.
BUILDING APPLICATION FORMS
Forms ‘A’ and ‘B’ is available in the office of the Shillong Cantt. Board which may be obtained by paying Rs. 1000/- for Civil Area and Rs. 1500/- for Bungalow Area. Same may be downloaded and submitted alongwith requisite fee.
SANCTION OF BUILDING PLAN
The building plan is sanctioned under Section 238/240 of the Cantonment Act, 2006 by the Chief Executive Officer/Cantt. Board if the building plan conforms to the Building bye-laws of Shillong Cantt. and there is no breach of lease terms.
PERIOD OF COMPLETION OF BUILDING
The sanction once accorded under Section 238/240 of the Cantt. Act, 2006 shall remain valid upto 2 years from the date of sanction and the applicant shall start and complete the work within 2 years from the date of sanction.
If the applicant fails to commence and complete the work of building so sanctioned within 2 years from the date of sanction, it shall not thereafter be begin unless the Chief Executive Officer, on application made thereof has allowed an extension of that period. Period of two such extension, each for not more than one year, shall be allowed in any case.
COMPLETION REPORT AND FINE
The applicant on completion of erection or re-erection of building as sanctioned under Section 238/240 of the Cantt. Act, 2006 shall give notice of completion under Section 242/82 of the Cantt. Act, 2006. Authority within 30 days from the date of completion or occupation whichever is earlier.
Any person failing to give the notice required by sub-Section (1) of Section 82 of the Cantt. Act, 2006 shall be punishable with fine which may extend to five thousand or ten times the amount of the tax payable on the said building.
RESTRICTION ON USE OF BUILDINGS
(1) No person shall, without the written permission of the Board or otherwise than in conformity with the conditions, if any, of such permission;
(a)
use or permit to be used for human habitation any part of a building not originally erected or authorized to be used for that purpose or not used for that purpose before any alteration has been made therein by any work executed in accordance with the provisions of this Act and the bye-laws made thereunder;
(b)
change or allow the change of the use of any land or building;
(c)
convert or allow the conversion of one kind of tenement into another kind.
(2) Any person who contravenes the provisions of sub-section (1) shall on conviction be punishable with a fine which may extend to one lakh rupees and in the case of continuing contravention with an additional fine of rupees ten thousand for every day during which the contravention continues after the date it comes to the notice.
ILLEGAL ERECTION AND RE-ERECTION
Whoever begins, continues or completes the erection or re-erection of a building
(a)
without having given a valid notice as required by sections 235 and 236, or before the building has been sanctioned or is deemed to have been sanctioned; or
(b)
without complying with any direction made under sub-section (1) of section 238; or
(c)
when sanction has been refused, or has ceased to be available or has been suspended by the General Commanding-in-Chief, the Command, under clause (b) of sub-section (1) of section 58.
shall be punishable with fine which may extend to fifty thousand rupees and the cost of sealing the illegal construction and its demolition
WATER SUPPLY
Shillong Cantt. Board does not have any source of its own and is depending on the other agencies like MES, PHE Deptt. & Shillong Municipality. The water supplied by the agencies are stored in the Cantt. Board reservoir located at various places of Civil area and one at Bungalow area for distribution. The quantity of water received by the Shillong Cantt. Board is 2,70,280 litres per day. Shillong Cantt. Board is supplying water through its own distribution system to the residents of Civil area and Bungalow area. The per capita water supply is 30 litres per day.

Water connection form either can be obtained from the office or downloaded. Same can be deposited alongwith the form and fee.
WATER CHARGES
- Rs. 60/- for domestic per month
- Rs. 120/- for Commercial per month.
The Cantonment Board is receiving the bulk supply from the PHE, MES and Shillong Municipal Board @ Rs 1.50 per 1000 litres, Rs. 7.45 per1000 liters and Rs.21,900 P.A. Lumpsum respectively. The enhancement in the rates of water charge in comparison to the previous rates is 326.54 %. Board is considering the matter for enhancement of rates to its basic charges being levied by the above departments.
STREET LIGHTS
117 No. of Street lights have been installed and maintained by Meghalaya State Electricity Board. The detail alongwith location is as under:

Monthly electricity charges are paid by the Cantonment Board to the Me.S.E.B. Complaints are either being attended directly by the Me.S.E.B or through the Cantonment Board Office.
ENCROACHMENT
The Engineering Section with the co-operation of Sanitation Section removes the unauthorized constructions and encroachments over lands vest and managed by the Cantt. Board. In addition to this, hoarding, banners, stray cattles and other unauthorized obstructions from/ along the public roads and public places are also removed. The Board has implemented Tehzabari system to regulate the hawkers within the Cantonment Area.
The allotment of shops stalls and kiosks etc., are regulated in terms of the provision contained in Cantonment Act, 2006 and rules, bye laws made there under.
Temporary use of any Govt. land without seeking the permission is an offence as such before using the land permission of the competent authority may be sought.
PPE Act, 1971
Action under the provision of PPE Act 1971 is being taken for eviction of unauthorized occupants from Defence land and for several incidental matters in the Cantt. An appeal may be preferred if so require against the order of Estate office under Section 5 or 7 of the Act to appellate officer who shall be the district Judge of the district in which the public premises is situated.
PARKING LOTS
Parking lots are identified and auctioned through the tenders on competitive basis for a period of one year.
